Soreng, May 23 (IPR): MP (Lok Sabha) dary Schoolcum Chairperson, Shri Indra Hang Subba chaired the DISHA meeting (District Development Coordination and Monitoring Committee) held at Soreng Senior Secondary School auditorium, today.
The meeting had the attendance of Hon’ble Minister of Power & Transport cum MLA Daramdin, Shri M.N. Sherpa, Zilla Adhyaksha Smt. Tila Devi Gurung, Zilla Upadakshya, Shri Chandra Bir Kami, MLA (Soreng-Chakung), Shri Aditya Golay, MLA (Salghari-Zoom), Smt. Sunita Gajmer, Panchayats, DC Soreng, Shri Bhim Thatal, SP Soreng Shri J. Jayapandian, ADC (Development) Soreng, Shri Gaayas Pega, SDM (HQ), Shri D.R Bista, SDM, Shri Sunny Kharel, District heads, BDOs and Officers of various departments under Soreng district.
In his opening address, the MP (Lok Sabha) cum Chairperson DISHA, Shri Indra Hang Subba, extended his warm greetings to the attendees. He said that the DISHA meeting provides an opportunity to understand the physical and financial progress of Schemes of various departments and extends support to associated agencies for the overall development of the district. Furthermore, he commented on presenting updated and revised schemes (both completed and ongoing) at DISHA meetings, for transparency and more awareness amongst the community such as awareness about crop insurance, Health cards and so forth.
Speaking on the importance of convergence between Legislatures and Administration, he urged the department officials to conduct regular meetings with the recently elected panchayats to generate awareness about the schemes and involve them while implementing them. He was also suggestive towards conducting unifying themes-based meetings such as ‘Clean Air, Water & Waste Management’ to integrate Soreng’s road map to cater to the upcoming generation to a proper waste management system and resource sustainability. He further urged everyone to contribute to realizing the HCM’s vision of taking the State to greater prosperity.
Shri Sherpa (Minister-cum-MLA) raised questions on various issues in the course of the presentation. He also provided some valuable suggestions for some of the issues of the department, such as the Power department was advised to submit a report after a proper survey and calculation of the pending arrears accumulated over a longer period of time. He also advised ensuring proper safety measures for all barefoot engineers and conducting proper technical training. He also advised all the higher officials to regularly carry out field visits to understand the ground reality. He endorsed a systematic approach to bringing awareness about the flagship programmes and incentives for the beneficiaries.
DC Soreng, Shri Bhim Thatal in his welcome address introduced the composition, mandate and working pattern of DISHA. He explained that the objective of the DISHA meeting was to take stock of the implementation and mentor various flagship schemes of the Government of India. He also informed that as per the DISHA mandate, the committee would also be introducing and appointing new DISHA members amongst the recently elected Panchayats.
The District Collector urged the members of DISHA to ensure that every scheme is implemented as per the guidelines prescribed by the Government of India. He advised the officers to prepare smart, specific, measurable and achievable plans to ensure timely and effective implementation. He advocated for convergence of department schemes/ flagship programmes, in order to bring about transparency and clarity for the beneficiaries.
Referring to Education as one of the KPIs of the Aspirational District Programme, the DC said that more emphasis must be given to Government run schools. Thus, he pitched in with the idea of holding at least a 2-day education conclave where students can interact with trained educators and counsellors from central boards such as NCERT, CBSE and so forth.
In the meeting, the officers of various line departments made power point presentations explaining the physical and financial progress made under each scheme in the current financial year. Discussions on various issues were also witnessed at frequent intervals during their presentation.
